Deborah served on the board of this arms-length body responsible for protecting rights of people detained under the Mental Health Act from 2009 - 2016. As Vice Chair, she led and implemented reviews of the Commissioners and the Second Opinion Appointed Doctors, bringing in a new system of inspection.
She worked with the Chair to protect independence of specialist function as MHAC merged into newly formed CQC.
